The idea of a city with a center for disability is based on the UN Convention on the Rights of the Children in the global context, and the local mandates as stipulated in the 1987 Philippine Constitution, Magna Carta for Disabled Persons, Local Government Code of 1991, the Children and Youth Welfare Code, the National Policy on Community-Based Rehabilitation, Special Children’s Ordinance of Quezon City, Quezon City’s Children Code of 2012 and the Ordinance Institutionalizing a Comprehensive Program for Children with Disabilities.

Its five-phase implementation began in June 2017 as a project of Hon Ma. Josefina”Joy” G. Belmonte and found its home in the 3-storey building, sponsored by Congressman Feliciano “Sonny” Belmonte, Jr. and it is institutionalized in the Ordinance No. SP-2718, S-2018 sponsored by Coun. Julienne Alyson Rae Medalla and Coun. Lean Marie “Mayen” Juico. More than a center where free services are given, Kabahagi may be considered as a development initiative, where the stakeholders for the Children with Disability (CWD) acquire knowledge, skills and attitudes that facilitate their empowerment and self-reliance at the level of the child, family and community.
The Quezon City Kabahagi Center for CWD envisions a city that is inclusive, sustainable, empowering, and participatory where Persons with Disability have equal access to opportunities, rights, and privileges. It recognizes the rights of all children through its commitment in improving their quality of life through community empowerment, provision of services, and creation of equal access to health, educational, livelihood, and social opportunities.
